In 2004, he received the seventh medical cannabis license issued by the Israeli Ministry of Health — reportedly the first granted without a prior court order — after being diagnosed with Crohn's disease during his military service. In 2005, he co-founded the Israel Medical Cannabis Association, and in 2008 was licensed as the country's first Medical Cannabis Instructor, developing Israel's first structured patient-education program and, in 2012, its first nurses' training program for medical cannabis care. He addressed the Parliament of the Czech Republic in 2012 during the run-up to the country's legalization of medical cannabis and has provided policy input to officials in Spain. Luxenbourg is a named inventor on United States patent US11346051B2. He studied at Ben-Gurion University of the Negev and at Shenkar College of Engineering and Design.
